I have quite a few ideas that I think would work, but I'm not interested in making my own rom hack, and they wouldn't fit in the hack I'm working as a spriter on... so I'm tossing them out for anyone that wants to use them! If anyone else wants to post ideas they won't be using here, feel free.
Why have there been no Bug-type legendary Pokemon? It could be a scarab, with big rainbow wings, like the depictions of the Egyptian god Khepri... or the cover of the Journey's Greatest Hits album!
There should be a better reason to set out on a journey than "you're ten now!"... So, here are a couple ideas regarding that. The first one clearly has Ruby in mind.
Your parents have vanished, so you go to live with a relative, only to see your father on tv. You're given a Pokemon to protect yourself, but it was the one that another kid wanted, so they become your rival. You eventually discover that your parents are on opposite sides of a struggle to... well, do something involving Pokemon. Let's say they're fighting over an almighty dung beetle.
Amnesia is grossly overused in fiction, especially considering how rare the "retain all higher functions except details of your own past" type of memory loss is... so, it couldn't hurt to use it, right? You wake from a coma, and are asked if you know your name... if you can identify your childhood friend... if you know which Pokemon has been waiting by your bedside. You remember that much, but have no recollection of the last year, so set off to find out what happened to you.
I have weird ideas like this all the time, so I'll edit in any others that come to me.
