[Other✓] From where can I download Emerald 650 Resource patch & how to make it work with hack tools?

I came across this Emerald Resource Patch called "Pokemon Emerald 650 Resource Patch" by LCCoolJ95, here "https://www.pokecommunity.com/showthread.php?t=346694"

It sounds really great with all the added features, but the problem is that it doesn't have a download link.

I did find a download link "https://www.dropbox.com/s/q6w9vmv8pi36500/Pokemon Emerald 650.rar?dl=0", but it keeps giving an error "(Error 429) This account's links are generating too much traffic and have been temporarily disabled!" again & again.

Can someone please be kind enough to give me a working download link for the Patch.

Also, I want to use various tools like Wichu's advanced series, Unnamed Trainer Editor, A-Map, G3HS etc, with it, for which I'm supposing I'll have to make changes to their respective ini files, right. Would be grateful if someone could help with that as well :)

I am also very confused and searching for it. I found a patch that had some of the data, but the patcher said they didn't match up, but patched it anyway, and gave me a ROM that has some of the features but the rest is just an abomination.
