This is how the Deck works.
Weaviile G is the key, it allows you to build your bench and set up your opponent for a crushing defeat. Set up your bench like so : Toxicroak G (Fighting), Toxicroak G (Psychic), Skuntank G and Honchkrow G. Next switch out for Honchkrow G and grab your HQ, then switch to Toxicroak G (Psychic) play Galactic HQ, with Skuntank G on your bench use it's power to poison your opponent then hit them with a Deep Poison attack for massive damage.

Well, this deck fails anyways. It's slow, and is has no search power. If you start with a Cyrus's Conspiracy, you can be happy for a few turns and then cry for the rest. This deck dies because you can't get stuff out without starting with it. No Roseanne's? =P No Power Spray? =P Bertha's Warmth? XP !19! ENERGY!?!? XDXDXDFail... Come back with an original list, 'kay?

Isn't this deck some starter deck or official list?

Anyway, you only need around 13 energies. You have a lot more. The deck doesn't really have anything too great going on. It needs a lot of work. But I am not very good. I just am pretty sure that the deck is not very good. Try looking at some guides.
