Well, I'm trying to pick between the two.

Starmie has an amazing speed stat, but it lacks a bit when it comes to special attack (base of only 100). It does have a versatile movepool and double STAB moves because of its dual type, but this also makes it vulnerable to more types (dark, ghost, bug, electric, grass). It has pretty solid defense and special defense (both 85), but its HP stat just sucks (60). It's used way too much, and I'd prefer to stay away from OU pokemon. Plus, I've already got a Milotic with Surf and Ice Beam, two of the moves repeated by Starmie. The EV set for Starmie is pretty much standardized (252 SAtk, 252 Spd, 6 HP).

Gardevoir, on the other hand, has an impressive base special attack stat (125), but suffers from a rather low speed stat (80). This isn't that bad; if you want to go with a pure sweeper set you can max out its speed EVs and chances are it will be faster than the majority of pokemon out there. It also only has three weaknesses (bug, ghost, dark), compared to Starmie's five. Gardevoir also sports a high special defense, and it can double up as a special wall. It does have low HP and low defense, but you can use Will-o-Wisp against physical sweepers (only 75% accuracy! =O). Psychic is there for obvious reasons, T-bolt is a popular special sweeper move, and Calm Mind is for boosting its already high special attack and defense stats. I was also thinking of replacing Will-o-Wisp with Hypnosis, so I would be able to use Calm Mind while they're asleep. It's hard to think up an EV set for Gardevoir. You want it to have enough special attack and enough speed to sweep effectively, but you also want it to be able to take a lot of hits...
Help?
If you think I should use Gardevoir, could you help me think up an EV set?
