GEN 3 FR - Hex edit to make all pokemon behave like traded mons?

Is there a HEX value I can change to make even captured pokemon behave like traded pokemon? In other words; if the player doesnt have the gym badge to enable traded pokemon over lvl 20 to obey, then no pokemon over lvl 20 will obey, captured or traded.

Pretty sure its just 00 00 at 0x1D484. Either that or 36 E0.
