[Gen III] Unlocking trading between Kanto and Hoenn from the start?

    Disclaimer: This is about save hacking, not romhacking, but I thought it would be tangential at least.

    I would like to edit Gen 3 saves to unlock trading between, say, FireRed and Emerald from the start of the game.
    To do that, I assume I must edit the data corresponding to the National Dex, and edit the Ruby and Sapphire as given to Celio in FRLG.

    Does anyone know where the data is so I can replace it?
