3rd Gen Getting Kingdra

I heard that to make a Seadra evolve you make it hold a dragon scale and trade it.
Well I'm trying to do this on Emerald version could some1 tell me how to get the dragon
scale in Emerald version?

There's a very slim chance that wild Horsea (and Bagon?) hold it.

I suggest you use Thief, Covet, or Trick so you don't have to waste your time catching excess Pokemon.

If you can trade with FireRed/LeafGreen, I remembered there a Dragon Scale somewhere. Other than that, good luck finding one in Emerald.
