[Other] Glitched emulator - how can I fix?

First off: yes, I've tried deleting my emulator and downloading it over again - it did nothing. I'm using Visual Boy Advance, only it doesn't work anymore. If I check the Joypad configurations, it looks fine at first, but once I hit Z or Enter (the A button and Start defaults, respectively), the game displays "Screen Capture" in the bottom left, and the commands cease working. If I check Joypad now and try to configure it, I see that all commands have been changed to F12. More accurately, I see the default commands display, but then the cursor scrolls down and changes them all to F12. If I try to change them, the instant I click on one command, the cursor scrolls down the entire list and resets them all to F12. It doesn't matter what ROM I load - it always does this (all my ROMs are Pokemon. Doesn't matter if it's a finished hack or a clean ROM). And each time loading a ROM, the Joypad is fine until I try to actually use any of the commands. After deleting VBA and downloading a fresh one, I found that I also can no longer simply double click on a ROM to play it - I must open VBA and load the ROM that way.

What the heck did I do? How do I fix it?
