Good Houndoom moveset?

Hello all.

I'm in the process of EV training a Houndour and of course evolving it. When the time comes, I'd like to add him to my competition team in Diamond. So, I'm asking all the experienced trainers out here for their assistance. What would be a good moveset for Houndoom? I have Diamond if that helps anyone at all.

Modest/Timid nature

Flamethrower
Nasty plot
Dark pulse
Hp Ice/Grass/Sludgebomb

Go with 252 spatk 252spd 4 hp?

Will-o-Wisp is another good move as it does constant damage and weaken physical sweepers.
