Great balls not so great?

I encountered a Clefairy today that was a little more than 300cp. I started with a Pokeball which didn't work, so I gave it a razz berry. Again it escaped the Pokeball, so I tried the Great Ball. I ended up wasting three of them, after one missed, one was batted away, and the last attempt was also escaped from. I don't see why it didn't do anything since I've been able to catch higher level Pokemon with just a razz berry and regular Pokeball. Was this just pure bad luck, or have other people had issues with Great balls?

Most likely bad luck, I caught my snorlax in a pokeball but great balls are definitely better, sometimes you get a bit of bad luck with the balls or if the Pokemon defends against your throw

Everything is based on chance. Great Balls simply have a small increase in chance due to increased catch rate multipliers (I say "small increase" due to other factors that can influence the overall capture rate).

Catch rate multipliers aren't new. They're found in the core series Pokémon games as well.

In Pokémon GO, catch rates are affected by the Pokémon species, its level (which affects its CP), the ball you're using, and the size of the capture circle upon the ball's impact.

Always, always, always prioritize landing your throw when the circle is at its smallest.

    FYI:
Great Balls increase your catch rate by 1.5x.
Ultra Balls increase your catch rate by 2.0x.
