The Sinnoh Elite for was by far the hardest (in my opinion anyway). Most times I've played through a game and got up to it I don't beat it first shot and once it took me about eight tries. I've only ever played Sapphire once over the three weeks that I was in America back when I was ten or eleven or something and I remember beating that Elite Four in one shot, so they're definitely not the hardest. Johto, nothing needs to be said, terribly underleveled. Kanto, although the levels are high, are pretty easy if you have the type advantages over your opponent. For example all you really need for Bruno is a Gyarados and if you don't want trouble on his Machamp then a psychic type.
