For the first time I'm going to make a complete team from scratch. By complete, I mean well-rounded for competition, including nature and ev's.

As for recommended places to train in D/P, try these:

    HP - Shellos/Bidoof - Valley Windworks
    Attack - Machoke/Bibarel - Route 211 East
    Defense - Graveler/Onix - Iron Mountain
    Special Attack - Gastly/Haunter - Old Chateau
Special Defense - Tentacool/Tentacruel - Route 220 or anywhere you surf
    Speed - Staravia/Pikachu - Trophy Garden
First I'd like to ask about EV training. I plan to train at these locations, but what are the EV values from each of these Pokemon?

As of right now I'm in the preliminary stages of planning my team.
This is what I have so far:
    Porygon-Z
    Milotic
    Gardevoir
    Gengar
    Dragonite
    Houndoom

Obviously it's incomplete and unbalanced. The following is a list of Pokemon I'd be willing to use. My 'pool,' so to speak:

    Muk
    Weezing
    Gengar
    Tauros
    Snorlax
    Dragonite
    Bellosom
    Jumpluff
    Sunflora
    Slowking
    Scizor
    Octillery
    Houndoom
    Kingdra
    Tyranitar
    Gardevoir
    Milotic
    Luxray
    Vespiquen
    Gastrodon
    Spiritomb
    Lucario
    Abomasnow
    Porygon-Z
    Frosslass
    Rotom

I don't really need movesets/ev/item/nature info yet, I just need to know a good configuration. And if someone would want to explain terms like 'wall,' 'sweeper,' etc, and which of those should be on each team, I'd appreciate that as well.

    Thank you!

To start off, go to Serebii.net. Everything about EVs and natures is on that site.

As far as your willing Pokemon, I think you're really going to need to expand your list. In either case, Gengar and Milotic out of that list would be two of your best.

Very interesting, you'll soon be able to find out every single pokemon's ev values in the new compiled guides thread i'm making. But anyway, here:

    Shellos/Bidoof = +1
    Machoke/Bibarel = +2
    Graveler/Onix = +2/+1 (I think graveler is +2)
    Gastly/Haunter = +1/+2
    Tentacool/Tentacruel = +1/+2
    Staravia/Pikachu = I think both +2

Starmie eliminates Milotic, Dragonite and Houndoom. Garchomp takes down Houndoom, Dragonite, Gengar, and Porygon-Z. Specsmence takes out dragonite and houndoom. Eh, and many more weakness.

If your going to use this, I suggest taking out a few special sweepers. Most people use physical sweepers now, so you'll have a hard time against those, but you do have milotic on your side. you need more physical sweepers on your team as well.

If you need help, I can help you out. The "Battling Roles" guide I made can be found here:

The future Compiled Guides thread that i'm making will also explain it as well. And just ask me if you need something rather than serebii.net.

Thanks MKDS, what a great post!
Do you have any ideas of who I can substitute in regards to sp/phy sweepers?
