3rd Gen Help needed big time!! :(

Hello folks, have a problem in my LeafGreen version and it's doing my head in :@

After I've got the fourth badge, completed the tower in Lavender Town etc when I go to give the guard a drink I just keep getting the 'I'm a guard on duty, gee I'm thirsty though, oh, wait there! the roads closed'... I've tried walking past all the wee guards that say this and its the same message everytime...and now I can't get into Saffron City!! :(

Anyone any idea's at all ? (bear in mind this is my first time playing a pkmon game in almost 2 years lol so I might have missed something or...?)

you need to go talk to the lady in the Celadon City tower on the first floor, she'll give you Tea. The guard demands his Chai!

P.S. The tower is the place where you get the Eevee, from the guy in the penthouse. Just in case you have trouble finding the tower

Doesn't the guard accept any drink though? Or is that just in the first generation games?
