Help Please! Can anyone help me make a pokemon game hack like pokemon brown?

well i got my insparation from that lol. but i want to try to make a hack for the gba pokemon games. not sure if it will be r/s or fr/lg lol Or can anyone make the hack while i make the storyline,pokemon sprites, character sprites, plot etc.

i have some pictures here lol and i have a question for those of u who have played pokemon collesium

Does this look like Duking(If the game gets made lol i will change his name to Dunking lol cuz first of all Duking sounds weird like duck king lol and seccond cuz i thought his name was dunking lol.)

next does this look like Rouge Cail (from pyrite town at the verry begining of the tpwn lol) he will probably be a gym leader and so will dunking oh and i edited wally for him

next does this look like miror B.? i edited a triathelite or a swimer for him lol

and lastly how does that bulleaf down there look? it'll probably be a starter. It is the ofspring of a chikorita and a mudkip lol. So its water and grass(Main type grass sub type water lol so that it has an advantage over the fire pokemon and a weekness to it lol but the fire starter will be part electric lol to deal with the water pokemon...wait...so then the fire will have a double advantage over the grass/water lol..o well and the water main type one will have a ground sub type to deal with the thunder weekness lol but wait that would make it imune to thunder attacks lol hmmmm well i'll work it out later lol)
