3rd Gen Help teaching golbat confuse ray

I was wondering if my golbat is now level 23 but has not learned confuse ray if there is any way to teach him this ability, or if I need to catch a new one...

I caught it as a level 12 zubat and left it in the daycare for a level longer than intended :X.

Any help is much appreciated. Thanks :).

actually, golbat learned confuse ray at lv.21 when it's still zubat.
maybe it doesn't learned confuse ray coz you left it on the daycare(you know, you can't ask them to teach moves that you want to your Pokémons)

so, you have 2 choices now:
1. have a Heart Scale, and go to Move Teacher at Pastoria City, then teach Confuse Ray there.
2. Catch new Zubat and train it until lv.21(and teach it confuse ray) before you left it on daycare.
