Help w/ Latios EV spread & moveset

Ok it's Hardy natured (neutral).

I was thinking: 100 HP / 252 Sp. Atk / 158 Sp. Def
Is that a good spread?

And for the moveset:

Calm Mind
Recover
Surf
Dragon Pulse

Any suggestions/changes?
