So I'm new to rom hacking. I'm working on a rom hack where I need to replace most of the original Pokémon with fakemon. I tried to replace the .png file, but it didn't do anything. I realized that I need to change the .pic file, but I have absolutely no clue how to do that. Does anyone know how to that?

I recommend using the software called Corel PaintShop Pro where .pic files were commonly used as a filetype. You can open your existing .png files one by one and save them as .pic files.

In pokeyellow the .pic file extension just refers to compressed 2bpp graphics data so I doubt any tools would actually work with the .pic files in pokeyellow.
But there's no need to edit the pic files because they are generated from the png files when the project is compiled. All you really have to do is edit the corresponding png files and compile the project again.
