can someone plz tell me were the TM 46 is thx

I can't be very specific, but you need Cut to get to it I know that, and it's behind a house in one of the first towns. I'm sure someone else can tell you the exact location. I'm sure it's one of the first or second towns.

^...you mean Eterna, right? There are no trees at the Galactic HQ in Veilstone.

In Eterna city, Cut the trees in front of the Team Galactic building, and then to the right, cut another tree, and follow the narrow path until you get to the TM.
