[Tool] Help With Hacking Ultra Sun

    I am attempting to create a ROMhack of Ultra Sun that rebalances the gameplay from a competitive standpoint, and I had a few questions regarding the abilities of available tools. One thing I'd like to do is change whether certain Pokemon can learn specific TMs or Move Tutors once I change those moves, for balancing purposes. Are there any tools capable of doing this?
