How can you change the nickname of a pokemon recieved in a trade if the name rater likes it and doesn't give you the opportunity to do so?

You can't change the nicknames of Pokémon you've received in a trade.
It's always been like that.

Isn't there a place in D/P to change the name? I remember in other games they use to have it.

Yes, but that only works for Pokémon you've caught. Anything you receive from someone else in a trade (in-game or otherwise) is permanent and you can't change its name.
