What Morkula is try to say is:
There is no definite location for the Legendary dogs. They appear randomly in Kanto mainland. Meaning, they aren't in the Sevii Islands. They are not in caves, but they might be over water. The easiest way to get them is what I did. Got them in Pokemon Colluseum and traded them over.
