I'm making my own tool to edit encounter (and eventually trainer) data in HGSS. I've been able to extract the encounter data from the ROM, and now I'm painstakingly going through the data and finding what data goes to which location in the game.

I've found some data that I'm unable to find a location for. It says there's a place that has a 100% encounter rate for Weedle (lvl 10-14). The encounter data is only for grass, meaning there is no data for surfing, fishing, rock smash, etc...). It is right next to the encounter data for National Park.

Anyone have any ideas what this is referring to? My first guess is it's somehow placeholder data for the bug-catching contest, but I'm confused on how that'd work.

Have you checked what other existing tools label those encounters as?
If you look at SoulSilver's encounter data in the pokeheartgold decompilation, you can find that Weedle data on row 26. The map is referred to as "D22R0102". In the HGSS map list this is said to be National Park (D 22: R 01-02). No idea if/how that data is used but I hope this helps.
