You mean like a Wi-Fi tournament?
If so, then you should direct your attention over to the Wi-Fi Battle Stadium. That's where infamous tournaments such as the Extreme Speed Open are posted.
(Aurafire can probably tell you more about that, however.)

You are completely free to make one at any time. Just make sure you put some time and quality into the rules for it, okay? ;D
