I know there have been many different links explaining the highest possible CP for each pokemon (attainable once you reach level 40), but does anybody know what the highest possible CP for pokemon at level 30 is considering that's when you stop getting the advantage of catching higher pokemon as you level up and it becomes possible for a pokemon to be fully maxed out upon catching it? It would be interesting if I found that out. Thanks.

I don't know what links you're looking at, but there's no mystery behind max CP. Every Pokémon species has a different CP ceiling and max CP.

Dragonite will always have the highest CP out of all currently available Pokémon when equal level and IVs are concerned. Meaning at level 30 a capped Dragonite will always be higher CP than a capped Snorlax, Lapras, Arcanine, etc.

I'm level 30 and this is my current highest Dragonite at 91% IV rating:

At 100% IV rating, it'd be CP3075, so it's not off by much.

If you want to find out the CP ceilings for individual Pokémon species at level 31.5 (player level 30), there are plenty of resources online that you can use to punch in the information. Silph Road, Poke Assistant, you name it.
