Highest special attack

I have a question wich pokemon has the highset SP attack after deoxys?
some people say kyogre or rayquaza or mewtwo or even these 3:

Note that a Latios with the item Soul Dew will have its max Special Attack increased to 591. Latias with this item with have its max Special Attack increased to 525.
A Clamperl with the item Deepseatooth will have its max Special Attack increased to 542.

It depends on what your criteria is. If you are talking base stats, then Mewtwo (154) is behind Deoxys-F (180), followed closely by Deoxys-RS, Kyogre, and Rayquaza (all 150). Alakazam, the highest non-uber Poke, has the next highest (135).

Held items don't really matter, since the aforementioned Pokes can use Calm Mind, making them still stronger.

Not sure about every Pokémon, but I know the non-Ubers with the most attack are Alakazam and Porygon-Z, both with 135.

o.o i didn't know that about clamperl. i just thought those items were used to make it evolve.

I don't know what Pikachu @ Light Ball is Modest, but Timid has 398 SAtk (higher than Timid Zam iirc)
