I think moves like whirlpool, Rock Climb, Strength, Cut, surf etc. should be skills not actually part of a pokemon's attack list, that way you will not have to waste a move slot on a useless move. what do you think?

That's nice.

But, what does this have to do with competitive battling? We can't change the fact that HMs do in fact take up a moveslot...This is more about in-game mechanics, so not really S&M material. =(
