5th Gen how can i get celebi

Either through Pokeshifter from a 4th Gen Game. Or through Dream World which has yet to even mention a release of Celebi. Your best bet is trading for one though, since the only way to get them on 4th Gen games is either to go to an event like Win2011 Celebi or get something like Ageto, 10 ANIV, Misurin, Pokepark(which are all Gen 3 events).

B/W has something like blind trading, you trade with random people. You might have luck ^^.
Other than that, no real options except cheating or events. And the events were third gen. There was one from gamestop for HG/SS/D/P/Pt, but its over now. The dream world one isn't released yet, to my knowledge.

You don't need to view it to trade for it. You can just trade via Wifi Club where you exchange friend codes with other people.
