How Can I Make A Hacking Tool?

Tools making is simple programming.
You learn a programming language (like Visual Basic, C++, etc), get yourself a developing enviroment (like MS Visual Studio) and then start programming and compileing your program.
But this is the wrong forum, so I'm going to move it into Computers discussion.

Yes, i've thought about making tools, but the whole idea of trying to program so things change hex is so confusing.
