How can you tell the IV's of a pokemon in GO?

    I don't understand the IV's in PokemonGo at all..

    Also a question with the CP and pokemon level, if 2 pokemon have the same CP (lets say 2 eevee's with 420cp each) but one eevee is max for his level and the other eevee is a higher level but not trained as much, what is the difference besides one can be trained more? Is there any difference in their IV's?
