How come when I sometimes EV train my Pokemon, it doesn't work?

For example, I'll attach a Power Anklet to my Dragonite. I go out and battle Pokemon who give off speed EVs til it levels up. When it does level up, it's speed only goes up like 3.

Why does this happen sometimes? EV training confuses the crap out of me.

And while we're at it, how the heck do you know what your Pokemon's EV spread is?

    final stat = (((2 x base stat + IV + (EV / 4)) x lvl / 100 + 5) x nature variable

Because the term including the EV is ultimately multiplied by a factor of lvl/100, the gains in stats don't become largely noticeable until higher levels. Don't expect to get a bonus +1 to a stat for every four EVs the pokemon has at every level. :P

BTW, if you've got a Dragonite already, its EVs should be all over the place by now, unless you levelled it up to that point entirely in the day care or with rare candies. :/

Basically what Timbjerr said, so I'm not going to repeat. Next time, please use a simple Q&A thread.
