How do distributions work? (Nintendo Network)

I live in a country where Nintendo doesn't offer a region setting, so I chose the USA. Then one day, I wanted to obtain a Mystery gift. After some research, I found that in the US, the legendary could be obtained through a Target code giveaway. In EU, however, the Pokemon could be obtained through the Nintendo Network. Would anyone be kind enough to please explain to me how the Nintendo Network giveaway works? Is it also some kind of code system, or is it just obtaining it via the Internet? I really want the Entei even that's going on right now, so a quick answer would be appreciated greatly. Thanks in advance.

Well, the way I got it on the Nintendo Network was just to go to Mystery Gift in the start of the game, and select obtain via Internet.
