4th Gen How do i get a really good rattata?

Hey, I have Pokemon Heartgold and I've decided that I want to train my rattata for competition use. I keep on fighting Hoothoots in order to train, but my rattata keeps on losing. Can someone tell me how I can use EV training and IVs to get my rattata to be really good? When I say good, I mean reeallly good, like top percentage good. I want my rattata to be different from all other rattatas. If you would like, I can contact you later to talk about training my rattata. Thanks for the help!



UPDATE: I know everyone thinks my rattata sucks, but it really is top percentage! I checked the IVs (I know what they are now.) because I have kept a log of my ratatta's stats since I caught him. Apparently he has an IV spread of 30 31 29 31 30 26, which means he really is top percentage. I almost beat a really tough Hoothoot the other day.

I've never heard the words "ratata" and "good" used in the same sentence, except for "Ratata is not good."

You gotta go to the barrio to get some of the good stuff to help your rattata out... or you might get lucky and find some on the floor.. I think some people call it 'rare candy'. just use it so you can increase the power of your rattata, but dont overuse it or else your pokemon will become addicted to it.

Go into your box, click on your rattata.
Click the button that says "release" then click "yes".
Now skill up and catch something worth while.
