3rd Gen How do I get Raikou?

Yes, I understand what you need to do before it shows up, now is it a random battle that makes it show up or do i see this thing running around?

you have to pick squirtle as your starter and he'll appear ramdomly after you have beaten the elite four.

I've heard that you find it the same way as in GSC and also the same way that Latios and Latias were found in Ruby/Sapphire, which is that whenever you change route/town, their location changes. You have to get lucky and have them be on the same route as you (once you see them, you can check their location again in the Pokedex if you don't catch it and don't make it faint). Then, you just look in the grass or surf and it will show up.

The first encounter with them is after the Elite Four, and is completely random. Just like with Latias/os and the legendary dogs of GSC as well. Except this time there is no Burned Tower since there is no Johto alltogether. Once you seen it once, then just try and capture it via the same method you used in GSC and RuSa.
