How Do People Make These Bulbapedia-Style Templates?

I've always loved the way Bulbapedia has visualized teams. Information is clean and consice, the colors are super appealing, and just all around perfect. I've always wanted to use the template for my own purposes, but I cannot find a place I could create a team using that template outside of Bulbapedia itself (and I don't even know if that would be allowed, given that it's a wiki and all). I know for a fact some people have figured this out, because of creations like these (yes I know this one is kinda stupid it was the best I could find):

It's not a template and it might take a while, but you could probably do something just like this using Inspect Element. Just open any old Bulbapedia page with a trainer's team and edit to your liking. If you don't know how to use it, there are some super simple tutorials up all over the web.
