4th Gen How do you get HM Surf?

    How do you get the HM Surf? I heard you need it before battling the fifth gym leader in hearthome city?

    At the end of Route 214, you'll notice yourself back in Pastoria City, right? From there, go West, past Route 215, and back to the Pokémon Café on Route 210. In that Route, you'll find that Psyducks are blocking the entrance. Use the SecretPotion on them, and they'll then be cured of their headaches, and leave. Cynthia will walk up behind you, and ask to deliver the Old Charm to her grandmother, which is in Celestic Town. Agree to help her, and continue North. As you head from this direction, you'll see a patch of dense fog will begin to form. Use a pokémon that knows Defog, and use it there. Make your way through the grass and climb the hill, up to the area where you are required to cross a bridge. There's another bridge that you can cross with your bicycle. Go south on the main bridge, and continue to make your way West until you make it to Celestic Town.

    I'm very confused? I talked to Cynthia. She said to go find some confused phyducks. I keep going to root 9 and 12, cannt find 10. So I start at Pastoria City, and where do I go? Where do I get surf, and de-fog?
