How do you get your friend code in pearl and diamond and where and how can you add friends?

Look at your Pal Pad.
You should find it there. If there isn't a code, login into WiFi and then look at your Pal Pad again.

like around the firt gym you will be able to go to the bottom floor. Talk to the lady's there.

You obtain the key item Pal Pad from the basement of the Oreburgh Pokemon Center, and using the item after you have connected to Wi-Fi once will allow you to view your own code as well as add other people's.
