Question: How does this make sense?

But... the file is too big. It's 45kb, while the forum limit is 41kb.

If he can get a bigger avatar, can I ask for one aswell, Steve?
 
Well, if it does happen again, which I'm sure it will, cause it does to me. Save the image as a .png, .jpeg, .gif, etc. file, then upload it from the file you saved it into. (i.e. Desktop;documents; my computer, etc.)

130 by 130 pixels or 41.0 KB (whichever is smaller)

You need to meet both of those criteria. 130x130 is the smaller criteria when your image's dimensions are too big, while 41.0 KB is the smaller one when your image's file size is too big. Admittedly the wording could probably be better, but it's still easy enough to understand.

What Tribulations said. Try uploading any avatar that's smaller than 130x130 but bigger than 41 KB, or vice-versa, and you'll see. So either they change the wording, or they change the rule.
