How long does it take to make a fangame vs. a ROM hack?

    So, I'm thinking about making my own fangame, and I would like to know how long it might take.

    I am planning on making a game with a new region, a new story, and maybe some new regional forms.

    For people who have experience making fangames, could you give an idea of how long it takes to make an entire game?

    And which is faster/more efficient: making a game in Pokemon Essentials, or making a GBA ROM hack?
