[Question] How to add Speech Bubbles

I have Seen The Speech Bubble System a few Months Ago In Pokemon essentials wiki...But Decided to add it later....And Now The wiki is closed and the new wiki doesn't have it..So how Can We add Speech Bubbles?

Is there a way now?
BTW I am Using V17.2
