How to Build 3ds Rom Hack CIA

    I have no idea if this is the right category for this, but how do you build a CIA of a 3ds rom hack, for example Pokemon Eternal X, rather than just enabling game patching. There is a code.ips file within the hack files, and a romfs folder. How do I build this into a CIA
