[ASM & Hex] How to fix Emerald's broken RNG?

Some of you may have heard about the broken RNG in Pokemon Emerald. I don't know exactly how to describe it, although I do know it isn't nearly as "random" as Ruby or Sapphire (with a working battery, without they work the same as Emerald). Is there a way to hack the ROM to fix this?
