    To make music for your ROM, you should compose your songs in .MIDI format, then use the following programs to insert the songs into your game:

    mid2agb and Sappy.

    Composing them yourself would take super long. Use new pokemon songs like ones in HgSS, Ranger, Conquest, Pmd, DpPl. (Use nds extractor or browse the internet for them)Or they can be from other games like Fire Emblem, Golden Sun, etc.

    You can open Pmd Red rescue team in sappy and export songs you like as midi's. Even Fire Emblem.

    So basically, a voicegroup is a set of instruments you can use in the song. You can't use instruments that aren't in the voicegroup. The offset is what you'll type into the voicegroup box in sappy.

    Use Anvil Studio to compose/adjust midi's so that the instruments fit the voicegroups :)
