4th Gen How/Where Do I Get A Weavile??

Yeah im looking for a weavile i dont understand what i have to do to get one, are they in the wild or do i have to like evolve a sneasle? if so what level would it evolve and where do i get a sneasle?

you have to evolve sneasel, to do this i think you attach a razor claw and level him up

Attach razor claw to sneasel and level him/her up at night
