4th Gen How would I get a Weavile with Ice Punch AND Pursuit?

I'm not sure, but I think you have to use the Emerald Move Tutor.

You could replace it with Ice Shard. It is used for a different purpose, but it still works.
 
Go over to S&M and looking in the breeders corner. Im sure they can help you.
 
I'll probably do that just for aerodactyl.

But still I need pursuit. How do I get that?
I know you need to breed, but my breeding knowledge is a little shaky.

What is S and M?? Link please?

Its strats and movesets. Go to th main page and scroll down a little. Hard to miss.
 
You can use a Smergle to get both moves on the Weavile, by using Smergle's sketch move and breeding said Smergle with a female Sneasel.
