This is the subforum for fanclubs dedicated to members - therefore, this wouldn't belong here. You would need permission from the member you're making a fanclub for before making a thread in here, anyways (see the stickied threads at the top of this forum).
For other types of fanclubs - of which this idea seems to be one - you do not need permission to make them, as long as they follow the MCG rules. Those go into either the main MCG forum, or Other Clubs, depending on what the club's about.
Since this doesn't belong here, and since I'm not sure where else it would go in here, as it's rather vague O_o ...
