3rd Gen I am screwed..

    OK, well i have passed the 8th gym battle ( Giovanni ) and now i have to face Gary for the last time before the Champion Battle, and my Pokemon are not in the high enough level except maybe my Moltres which I did not train at all.

    Well my pokemon team is.

    Gyarados: Modest Nature
    Level 40.
    Moves set.

    Return
    Earthquake
    Hydro Pump
    Taunt

    Vaporeon : Adamant Nature.
    Level 37
    Moves set.

    Rain Dance
    Surf
    Secret Power
    Aurora Beam

    Moltres : Hardy Nature
    Level 50
    Moves set

    Fire Spin
    Agility
    Flamethrower
    Endure

    Pideot : Calm Nature
    Level 39
    Moves set.

    Wing Attack
    Feather Dance
    Fly
    Quick Attack

    And then I have two empty spaces because all the rest of my Pokemon ( Including my starter whom I use only for putting legendaries to sleep[Venasaur])

    So well....

    1. I need to know which Pokemon I should get to face him.
    2. Where to train them to a high level quickly.

    Well, you definitely need an Electric type to take down Gary's Charizard, Pidgeot, and Gyarados, so Raichu isn't a bad choice. You could also go with a Magneton or Electrode, but I personally think Raichu is a much better fit.

    To train Electric types quickly, go to any major Water way and use a Super Rod to hook high-level Pokemon. This should give you an advantage type-wise, and a lot of experience.

    You can train Vaporeon in any Cave or place where Rock/Ground types are common. Get it to about level 45-50 so things will be easier. Same thing with Gyarados, but get a better Water move that will hit more often (Water Pulse/Surf).

    To be honest, there really isn't a lot of places to train Pidgeot. So just find an area with high levels and train there, or go to the top of Cycling Road and use the VS Seeker to battle against the 6 bikers over and over again for a lot of experience.

    Moltres isn't necessary for the Elite Four or Gary. Try to find a Fire type to train, such as Growlithe. It's a bit harder to train them, but you can us the VS Seeker on the Route between Lavender and Saffron. I personally would have gone with a Flareon instead of a Vaporeon, because A.) There aren't many fire types, and B.) You already have a Gyarados.

    Overall, your team should like a bit like this:

    Gyarados L: 47-52 (Great Water Type that can learn a lot of... different... moves)
    -Earthquake
    -Surf/Water Pulse
    -Hydro Pump
    -Flamethrower (I think it can learn it, but it's a good move to take down Grass and Ice types... like Jynx)

    Vaporeon L:45-50 (Since you already started training it, just finish it off)

    Raichu L: 43-49 (Great Electric type that is very useful in the Elite Four)

    Venasaur L: 40-46 (Not really needed, but it's good to have just in case)

    Arcanine L: 46-50 (Flamethrower is good, but evolve Growlithe late for that)

    Pidgeot L: 44-50 (Can take down Bruno easily)

    Basically, just try and train your Pokemon to about level 45 or so and try to take on Gary. You should win pretty easily.

    Well, i chose to get a vaporeon because there is a moves set that people say is best for Gyarados so i he wouldn't really count as a water move guy...And i have a growlithe, but I am sort of lazy to train him...

    By the way i beat Gary with my normal team, actually pretty easily.

    Now I have to get through Victory road, or most likely train a growlithe.
     
    Like everyone else is saying, your pokemon should be raised to lvl 50. I was in the same situation you were in once. I went and caught articuno, then trained everyone to level 50, then I killed the Elite 4.

    My team was similar to yours, something like this:

    I don't think you need to train up growlithe. I found abra pretty fast to train, and It was up with my other pokemon in no time. Electric types are vital in the elite 4, as are Ice, Psychi/Flying, and Dark. My team was pretty good in the elite 4, try something along those lines if you want to
     
    The answer to any in-game difficulties is simple: level up your Pokémon more. Since rating in-game teams is rather pointless because the AI can be easily overrun simply by leveling your Pokémon more. (unless you're going to play in the Battle Frontier or Battle Tower in which case EV training is recommended anyway meaning an in-game team probably won't suffice anyway) That's why I won't move it to Pokémon Strategies and Movesets where it technically belongs. If you need any further advice, I'd say the Simple Questions topic in the said section is your best bet.
