but there doesn't seem to be any place for fanmade games, I am playing pokemon hall of fame and need rock smash to get through victory road where do I find it?

Nope, not the right section. Go ask in the Emulation section; "fanmade games" are usually hacked ROMs of the real Pokemon games, just called hacks. Pokemon General Gaming is only for discussion of the official games.
