What do you recommend for tackling the Battle Frontier in Pokemon Emearld, My party is...
Sceptile
Torkoal
Umbreon
Pelliper
Raichu
Relicanth
Is this team good to go with or should I change it up. Keep in mind, i like to have no HM slaves, and I like to have all HMs useable at any givin time.

Raichu: I would probly have Magneton because its part steel
Relicanth:I would probly have Wailord for its defence and hp

Are those what you've run through the game with or are they EV trained and everything?

No I ran through the game with them, except for Magneton and Wailord, those I just caught and Trained from Lvl:13 magnimite and Lvl:32 Wailord to a good even Lvl:50

Oh man! You're probably going to regret missing those 10-20 extra Sp. Attack points in Sceptile and stuff.

Ok, just a thing:
Torkoal's pretty horrendous, and Pelliper is...more built for a HM Slave.
Get 3 Pokemon:
Salamence
Sceptile/Starmie
Metagross

You didn't post any movesets, held items, or natures, let alone EV spreads or what IV's you got.

Yes, if you want any serious help with your team, please include movesets, held items, and natures. Also, there is absolutely no need for HMs not called Surf in the Battle Frontier so make sure you remove those horrible moves from your team. As it was already said, remove Torkoal and Pelipper as they are only good at losing.
