3rd Gen i need help catching pokemon

There is no max beauty item. Max beauty is obtained by giving Feebas(or any Pokemon for that matter) Dry flavored Pokeblocks until the Beauty meter in the Pokenav is at the end.
Luvdisc is found by fishing at the cascade in Ever Grande.
Bagon is found in the D Claw Room in Meteor Falls.
Snorunt...No clue.
Feebas: Outside of Fortree City in the water on 119 i believe. If you catch a Feebas on your rod and miss with the balls, continue fishing in the same spot.
 
Well you are most likely talking about Ruby/Sapphire so here's what to do with feebas and where it is; Feebas.
Snorunt is in the Shoal Cave.
Luvdisc you can find in many places (route 128 fishing, good rod or Super rod)
Bagon you can find in Meteor Falls on ground floor.
