4th Gen I really need a question answered about EV's. How to get rid of them....

I have a Dialga who already has an effort ribbon. I have no idea how many ev's he has because I just recently read, understood and decided to start ev training pokemon. How can I erase all of his ev point so I can train him? Is he even worth training since he's a legendary and the makers of the game probably made him weak because of this??

Quite the opposite. It would pretty stupid for a Legendary to have low stats, wouldn't it?

Anyway...there are five Berries you can use to get rid of EVs. They're the ones that increase Friendship, but each one also decreases the EVs of a particular stat by 10. Of course, since it has the Effort Ribbon you're looking at 510 EVs already on your Dialga, so it might be better to just drain out whichever stats you don't want to EV train and go from there.
